In a big pot, put together the potatoes, water, carrots, onion, salt, and pepper. Bring to a boil.
Lower the temperature, cover the pot, and let it cook gently for 25 minutes or until the food is soft.
Put in the rest of the ingredients. Cover the pot and let it cook gently for another 30 minutes or until it is hot, stirring from time to time.
Remove bay leaves before serving.
