Get the ingredients ready. Cut the onion, carrot, and tomato into small pieces, chop the garlic finely, and cut the potatoes into slices.
Prepare minced meat. Cook chopped onion in olive oil, then add minced beef and cook until it turns brown. Add salt, pepper, chili powder, thyme, and parsley to season.
Include vegetables and broth. Add chopped garlic, carrot, tomato, and frozen peas. Add flour to make it thicker, then pour in vegetable broth and let it cook for 5-7 minutes.
Place the potatoes in layers. Heat the oven, grease a baking dish, and alternate layers of potatoes and ground beef mixture. Top layer of the season.
Cook in the oven. Put a lid on and bake for 30 minutes. Then remove the lid and bake for another 15-20 minutes until the potatoes are soft.
Wait on tables. Add parsley on top if you like.
