Heat the first four ingredients until they start bubbling.
Heat for 1 minute.
Mix in vanilla, oats, and chocolate chips until well combined and the chocolate chips are melted.
Put the mixture into a circular baking dish. A pan that is 9 or 10 inches in size is ideal. (If you plan to serve this on a cake platter or plate, place parchment paper in the pan to make it easier to remove from the pan.)
Chill until solid.
Slice and serve.
These can be stored in the fridge for a few days.
